Let\u2019s explore the contentious debate that guided the 1994 decision to reintroduce wolves into Yellowstone National Park. This page will guide you through a simulation of the actual decision-making process and public meeting led by the US Fish and Wildlife Service (USFWS).\u00a0<\/p>\n<p>The goal of the public meeting is to answer this question:\u00a0 <\/p>\n<h4><strong>How can wolves be reintroduced into Yellowstone to coexist and have minimal conflict with people?<\/strong><\/h4>\n<p>To recreate a public meeting, you\u2019ll need to set aside your personal perspective and take on another citizen\u2019s role. Each citizen will present a statement that represents and defends his or her position on the reintroduction. All participants will be asked to respectfully consider these diverse perspectives, comment on the proposed reintroduction scenarios, and consider ways to compromise on a plan that\u2019s best for both citizens and wolves. After the public meeting simulation, you will change hats to take on the role of a USFWS employee. Choose your role in the public meeting<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-0\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-0\"><i>Expand<\/i><\/a>\n\t\t<ol>\n<li>Half of the group will represent citizens, and the other half will represent USFWS employees. You can choose or be randomly assigned a citizen role. It\u2019s more exciting and challenging to take on a role that you don\u2019t know much about or don\u2019t agree with personally. Encourage wolf populations to naturally expand into Idaho and Yellowstone.\u00a0\u00a0<\/li>\n<li aria-level=\"1\">Scenario 3: No wolves. Change laws in order to prevent wolf recovery.\u00a0\u00a0<\/li>\n<li aria-level=\"1\">Scenario 4: Local wolf management committee. Turn wolf recovery management over to individual states and limit federal government involvement.\u00a0\u00a0<\/li>\n<li aria-level=\"1\">Scenario 5: Reintroduction of non-experimental wolves.* By designating the wolves as \u201cnon-experimental\u201d they are given much more protection.<\/li>\n<\/ul>\n<p>\u00a0 \u00a0 \u00a0*Note: The classifications of Scenario 1 as \u201cexperimental\u201d and Scenario 5 as \u201cnon-experimental\u201d are used in the Endangered Species Act of 1973. They help define how endangered or threatened species are managed in the United States.<\/p>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-2\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-2\">3. Research your citizen\u2019s views about wolves to prepare the statement you will give at the public forum.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-2\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-2\"><i>Expand<\/i><\/a>\n\t\t<ol>\n<li aria-level=\"1\">The information on the role card is your starting point for building your citizen\u2019s arguments.\u00a0<\/li>\n<li aria-level=\"1\">Read the relevant articles listed in <a href=\"https:\/\/herofortheplanet.org\/wolf-coexistence\/citizen-perspectives-on-wolf-reintroduction\/\" target=\"_blank\" rel=\"noopener\">Articles: Citizen Perspectives on Wolf Reintroduction<\/a>. Although these perspectives are mostly from Colorado where citizens have debated and recently voted on wolf reintroduction, they are also applicable to peoples\u2019 perspectives around Yellowstone and across the western US. You can also do an internet search for other digital or paper resources, or you can talk with people in your community who have your citizen\u2019s identity and perspective. These articles will also help you become more familiar with other perspectives that you will hear at the meeting.\u00a0\n<ul>\n<li aria-level=\"2\">For citizens, read the articles that represent your perspective about reintroducing wolves. You can also do an internet search to gather additional information. Be careful to separate fact from myth in what you read.<\/li>\n<li aria-level=\"2\">For USFWS employees, you will want to get familiar with all the different perspectives of citizens who will be presenting at the public meeting. Start by reading the general articles listed in \u201cArticles: Citizen Perspectives on Wolf Reintroduction\u201d Then you can scan any of the other more specific article perspectives. This will help you be prepared for your decision-making process. <\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\t\t\t<a href=\"#\" id=\"fl-accordion--label-3\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-3\">4. Prepare your comments for the public forum.<\/a>\n\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-3\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-3\"><i>Expand<\/i><\/a>\n\t\t<p>What\u2019s your position and why?<\/p>\n\n\n<p>Prepare a 1-2 minute statement explaining your citizen\u2019s position on the wolves returning in Yellowstone and reasons supporting your position. Use the arguments collected from your research. You can organize your public comments in a short paragraph, a concept map, or 2-column notes.<\/p>\n\t\t\t\t<img decoding=\"async\" src=\"https:\/\/herofortheplanet.org\/testing-site-clonner\/wp-content\/uploads\/sites\/37\/2019\/12\/3.png\" alt=\"3\" itemprop=\"image\" title=\"3\" onerror=\"this.style.display='none'\"  \/>\n<h3>\n\t\tParticipate in the public meeting simulation. \n\t<\/h3>\n\t<p><strong>Meeting topic:<\/strong>\u00a0How can wolves be reintroduced into Yellowstone so they can coexist peacefully with people with minimal conflict?<\/p>\n<p><strong>Agenda<\/strong>: Citizens will present their position statements at this public meeting. Then USFWS employees will meet to decide on a reintroduction scenario that takes the different perspectives into account.\u00a0<\/p>\n\t\t\t<a href=\"https:\/\/herofortheplanet.org\/wolf-coexistence\/wp-content\/uploads\/sites\/37\/2021\/03\/Wolves_in_Yellowstone_PG3.pdf\" target=\"_blank\" role=\"button\" rel=\"noopener\">\n\t\t\t\t\t\t\tUSFWS Employee Prompt Card for Public Meeting\n\t\t\t\t\t<\/a>\n\t<h4><b>Citizens present position statements\u00a0<\/b><\/h4>\n<ol>\n<li>Choose one or two USFWS employees to moderate the citizen presentations, using the procedure described in the prompt card.\u00a0 <\/li>\n<li><a href=\"https:\/\/herofortheplanet.org\/wolf-coexistence\/wp-content\/uploads\/sites\/37\/2021\/03\/circle-graphic.jpg\" target=\"_blank\" rel=\"noopener\">Form a double circle<\/a> with the inner being the 12 citizens who will give statements, and the outer being the USFWS employees who will be listening to gather information to help them decide on a reintroduction scenario.<\/li>\n<li>The USFWS moderator(s) will begin and facilitate the meeting by following the Prompt Card. Consider having one USFWS employee to be a timekeeper to alert students when they have talked for their allotted time.<\/li>\n<li>It is critical for USFWS employees to silently take notes on the citizen presentations because you will need this information when it is time to discuss the different reintroduction scenarios. You will also be able to ask questions after all citizens have presented.<\/li>\n<\/ol>\n<ol>\n<li><\/li>\n<\/ol>\n\t<h4><b>USFWS employees debate the reintroduction scenarios<\/b><\/h4>\n<ol>\n<li aria-level=\"1\">When the public meeting is over, switch circles. Now the USFWS employees form the inner circle, with the citizens watching and taking notes.\u00a0<\/li>\n<li aria-level=\"1\">Consider choosing a different moderator for this discussion. The moderator\u2019s job is to make sure everyone has a chance to speak and be heard. Everyone will be completing the <a href=\"https:\/\/herofortheplanet.org\/wolfquest\/wp-content\/uploads\/sites\/35\/2019\/12\/Wolves_in_Yellowstone_StudentHandout_Role-Playing_Materials_UPLOAD-1-1.pdf.pdf\">Wolf Reintroduction Scenario Matrix<\/a> as a group.\u00a0\u00a0<\/li>\n<li aria-level=\"1\">USFWS employees: Review your notes and be ready to discuss which scenario option seems best, considering the views of the public and the desire to maintain ecosystem services for people (e.g., clean air and water, nutrient cycling, prevention of soil erosion, recreational opportunities, ecotourism, etc.) while also maintaining biodiversity in the park.\u00a0<\/li>\n<li aria-level=\"1\">Moderator: Guide the discussion and make sure the information is recorded on the Scenario Matrix. For each scenario, ask for information about which ecosystem services are promoted, and any possible design constraints. These could be social, scientific, and economic limitations.<\/li>\n<li aria-level=\"1\">Modifications to the scenarios can be made to deal with possible constraints or to support ecosystem services.<\/li>\n<li aria-level=\"1\">Citizens: You are silently listening to the USFWS discussion, taking notes about the scenarios and any proposed modifications on your copy of the Scenarios Matrix. <\/li>\n<\/ol>\n<p>\u00a0<\/p>\n<h4><strong>USFWS employees decide on a scenario<\/strong><\/h4>\n<ol>\n<li aria-level=\"1\">Once all scenarios have been discussed and compared, the USFWS employees will choose and propose a scenario to the public citizens, explaining their supporting reasons and any modifications.<\/li>\n<li aria-level=\"1\">Citizens, you now can share any concerns or ideas you have about the proposed scenario. The primary effect of wolf elimination was an increase in elk and deer populations that led to overgrazing of woody trees like willow and aspen. This led to a reduction in beaver populations and degradation of rivers and riparian habitat. The animals that depended on these rivers, like birds and fish, were then affected negatively as well.\u00a0\nWhen wolves were reintroduced in Yellowstone, scientists identified positive effects like the restoration of woody tree species, gradual increases in beaver populations, and the improved health of rivers. However, the debate is about whether or not wolves were the sole driver of this restoration\u00b9 \u00b2 \u00b3. Research has uncovered other factors that also seem to be contributing to the positive shift\u2074 \u2075. Water availability, effects of wolves on other predators, and human hunting all have been shown to have an effect on elk populations, and require further investigation\u2076.\u00a0 This is an important reminder that interactions among wolves, their prey, and the ecosystems\u2019 vegetation are complex.\u00a0\nThe common ground shared between both sides of this scientific debate is that the accurate story is way more complicated than the trophic cascade\u2019s top-down, wolves-causing-ecosystem-rebalance-all-by-themselves explanation. In the field of ecology, each organism in an ecosystem plays a unique role. When one organism is removed, the rest of the ecosystem can be affected. If people help an organism return, the goal is not to restore the ecosystem to what it used to be, but to try to help improve or maintain the health of the ecosystem as it is now. The case study of Yellowstone suggests that restoring wolves to the landscape can <i>help<\/i> restore balance.
